2. Democratization of political life and strengthening of the party system

We commit to promote citizen participation in public decision making, through constitutional participation mechanisms and civil society organizations, especially emphasizing the role of political parties.

With this objective, the State: (a) will promote regulations to guarantee full respect and effectiveness of political rights; (b) will ensure the effectiveness of the political party system through regulations that strengthen their internal democracy, financial transparency and dissemination of political programs and doctrines; (c) will guarantee the organization of free and transparent elections; (d) will maintain full citizen representation and respect for minorities in the instances constituted by popular vote; and (e) will favor citizen participation for public decision making through constitutional and legal mechanisms, political parties and other organizations representing society.
